Dualcore handles Local Law 11 facade repairs for multifamily and commercial owners across New York City. We take the findings from your FISP report and turn them into a scoped, permitted, and completed repair program, with the sidewalk shed up for as short a time as possible.
Facade work often lands alongside other capital needs like a roof, a boiler, or electrical service. We handle all of it, so you aren't managing three contractors on one building.
Most of our work happens with tenants in place. We plan access, protection, and noise around the people who live and work in the building.
Every project runs in Procore, with Matterport 3D scans before, during, and after the work, so you can check status from anywhere without chasing updates.
If your FISP report came back SWARMP or Unsafe, we handle the repairs.
Unsafe conditions require a sidewalk shed right away, and SWARMP items left open until the next cycle get treated as Unsafe.
We scope the work, pull the permits, make the repairs, and coordinate with your inspector on the amended filing so the shed can come down.

We repair conditions flagged as Safe With a Repair and Maintenance Program before they escalate to Unsafe, and plan the work around your budget and the building's schedule.
We move quickly on Unsafe findings so the building is protected, the repairs get done, and the shed comes down.
We install and manage pipe scaffold and sidewalk sheds for DOB-approved exterior access, with safe pedestrian and tenant access maintained throughout.
Localized removal and rebuilding of deteriorated brick and stone, matched to the existing facade.
Repair and reinforcement of failing window lintels, one of the most common findings on older NYC buildings.
Repointing and waterproofing to stop water infiltration and keep the same conditions from showing up in the next report.
We handle permits, inspections, and coordination with your inspector so the amended report can be filed and the building cleared.
We walk the building with your FISP report and confirm what actually needs to be done.
You get a clear scope and budget, broken out by condition, so you know what's required now and what can be planned.
We file for permits and put up scaffolding and sidewalk protection.
Work is sequenced around tenants and building operations, with progress visible to you in Procore and Matterport.
Once repairs are complete, we coordinate with your inspector for the amended filing and take the shed down.
Dualcore is executing a Local Law 11 facade restoration to bring the building into full DOB compliance. The scope includes a full pipe scaffold and sidewalk protection system, localized rebuilding of deteriorated brick and stone, lintel repair and reinforcement, and repointing and waterproofing. Work is being completed with safe tenant and pedestrian access maintained at all times.

Local Law 11, now called the Facade Inspection and Safety Program (FISP), requires NYC buildings taller than six stories to have their exterior walls inspected by a Qualified Exterior Wall Inspector and a report filed with the Department of Buildings. The report classifies the facade as Safe, SWARMP, or Unsafe.
SWARMP means the facade is safe now but needs repairs to stay that way. Unsafe means a condition is a hazard to the public, which requires immediate protection like a sidewalk shed and repairs on a set timeline.
No. The inspection and report are done by a licensed engineer or architect qualified as an exterior wall inspector. We do the repair work and coordinate with your inspector through the amended filing.
It depends on the size of the building and the conditions in the report. Localized repairs can take a few weeks. Larger masonry programs can run several months. We'll give you a schedule with the estimate.
Shed permits are now issued for 90 days at a time, and owners have to show that repair work is underway to renew them. Sheds left up without progress can bring monthly penalties, which is why we plan to start repairs as soon as protection is in place.
Yes. Starting October 1, 2026, the city is moving from a fixed five-year cycle to an interval of six to twelve years, with the exact schedule set by DOB. Buildings in the current Cycle 10 still need to meet their filing deadlines, and open SWARMP conditions still need to be repaired.
If your building has a FISP report with open conditions, send it over. We'll review it and get back to you within 24 hours to schedule a walk.
